Abstract: The neo-absolutist regime tried to stabilize the internal political situation with a combination of political repression and well-considered reform measures. It paid considerable attention to economic modernization, which promised to bring general prosperity to the citizens. However, its measures (abandoning protectionism, agrarian reform, investment in railway infrastructure) were benefcial only to a small proportion of the economically active population. The regime tried to raise economic optimism; however, time and again the economic situation failed to improve. Reports about the (political) disposition of people, which were carefully prepared by the district and municipal ofces, show the unfavorable economic and social situation as the main generator of people’s discontent with the regime. It is interesting that none of the reports mentions national tensions.
